The most-reliable way to get a Spy inWatch Dogs Legionstarts with turning the City of Westminster defiant, which will occur after a player has completed the tasks located at the red marks in the borough. These tasks will haveWatch Dogs Legionfansrescuing a freedom fighter, disrupting propaganda, and more, and players will know that the City of Westminster has gone defiant when a green checkmark appears next to its name.

From there, fans must complete a mission called “Like Clockwork” that centers around taking control of a drone and using it to climb Big Ben. At the top of this iconic clocktower players will find a computer, and they must simply interact with it to unlock the Spy. Fans may then want to try out some of the toys that come with thisWatch Dogs Legionrecruit, and the spy car is perhaps the most exciting gadget that they have.
This is certainly not the only way to recruit aSpy inWatch Dogs Legion, though, as these Skilled Operatives can appear in a variety of locations across the map. For instance, players will occasionally find Spies gathered in the alley next to the MI6 building on the west side of Lambeth, and they can recruit one directly from there. Fans can also look for a Spy at the County Hall in this same borough (near the Westminster Bridge), as one will occasionally appear in that building’s courtyard.
It is also possible to find a Spy near the burger place in Tower Hamlets and by the coffee shop in the City of London, giving players even more opportunities to recruit one of these Skilled Operatives. While it is unlikely that most fans will need so many of these opportunities, they may prove useful to those players that are doing apermadeath run ofWatch Dogs Legion. Indeed, even if a fan playing on this higher-difficulty setting loses a Spy or two, there are plenty of locations that they can visit to recruit another one.
