That being said, there are actually a few anime characters who can counter Decay and take Tomura on without fear.

InNaruto,Obito awakened his Mangekyo Sharingan when he witnessed Rin’s death. When this happened, he instantly gained access toa rare and overpowered ability called, Kamui.This space-time ninjutsu gives Obito access to his own dimension, and he can transport items and people through it.
In battle, Obito could apply this ability to his own body by transferring body parts to the Kamui dimension before his enemy can hit him. This is a form of intangibility, and since Tomura’s Quirk relies on physical contact, his hands would simply pass through Obito’s body.

Shota Aizawa is one of the more effective Pro Heroes inMy Hero Academiabecause his Quirk turns people back into ordinary humans. Erasure allows him to deactivate another person’s Quirk,thereby nullifying their powers.

This power comes from Shota’s eyes, and the main issue is that he needs to keep them open to keep Erasure active. He cannot even blink. During the war in Season 6, Tomura had Decay nullified for a prolonged period of time, and he intentionally targeted Shota in order to get his Quirk back.
6Kid Buu Has Incredible Regeneration – Dragon Ball Z
Kid Buuappears in just oneDragon Ballarc, but he took both Goku and Vegeta to their limits. Tomura has gained immense power now that he has been given the All For One Quirk, but none of that matters against someone like Buu, who can literally blow up the planet with one attack.
Even if Tomura wanted to use Decay on Buu, it will not kill him because he possesses incredible regeneration. If even a single cell survives, Buu will be able to completely regenerate. If Tomura were to touch him, all Buu has to do is tear off that piece of his body and grow it back.

As an Admiral, Kizaru is one of the strongest characters inOne Piece,and he possesses a very effective Devil Fruit.The Glint-Glint Fruit is a Logiathat allows him to create and transform into light. He can pierce his enemies with lasers, and he can create powerful explosions.
Like other Logia users, this Fruit makes Kizaru’s body intangible, which means that if Tomura tries touching him, his hand will simply pass through his body. Kizaru can also move at the speed of light, so Tomura may never be able to reach him.
